A setting to lock down the 'Description' fields in the Project Details

An optional setting to be able to lock down the project 'Description' fields in the project details so that only Project Admins can update them similarly to how the Project Admin, Project Dates and Extended fields are locked in the Setup Project Features page.
The Project description section includes the 'Description', 'Requirements' and 'Proposed Solution' fields.
