As a project manager, I would like to be able to create a dependency item that does not require a link to an existing project record within Fluid. For example, where there are external parties involved in delivering a project that have their own plan outside of our organisational boundary and not in fluid. When there is either an inbound dependency from them, or an outbound dependency from us, identified I need to record and track that dependency in our instance of Fluid to ensure that it is met or mitigated.
