The ability to filter on impacts so that you can see only high priority issues/risks and open issues.

Filter to be added to the Impacts section on projects. Similar functionality as the filter in the Actions & Decisions Dashboard.

Key use: be able to filter on specific risks/issues, their priority, assignee & on open and closed impacts (risks, issues primarily)
