Non-project tasks for timesheets can be 'chargeable' at an individual level

The ability to be able to log time against a non-project activity and have that be 'chargeable' (generate actuals when the month is closed) at an individual level. Currently, they can all be actualised, or none; this would allow timesheet admins to cherry pick which of these tasks generate actuals.
