Option to add Work in Progress (WiP) Limit on Boards

As aboard owner, I want to optionally be able to add a WiP limit on the columns on my boards so that I can visually identify bottlenecks / constraints. When a WiP limit is exceed I want the column to be visually highlighted to clearly show the bottleneck / constraint.
