The option to be notified if a resource on your project is over allocated - perhaps an alert in Fluid and an optional email notification. The benefit would be that you could still over allocate within the bounds set by admins, but the PM could be notified and immediately identify this. In the instance that the resource is allocated to multiple projects, this would alert these PMs so they could discuss how this resource should be utilised to avoid over allocation and discuss where the priority lies or if they need additional resources or to replan timelines. As an example the organisation may allow an allocation of 1.2 (120%) for a resource so that they can over-allocate and track this where needed, but may avoid it where possible.
