Provide an admin lock option for any metadata fields

Want to be able to set any metadata to admin lock or not. Currently, some metadata fields can be locked using the config features but each feature lock a set of fields together, it is not possible to lock individual fields. As an example, there is no option to lock all admin fields except for Project Status.
