Updating date format on an instance

Ability to update/customize the date format on an instance (changing between different region date formats, example - US date format).

It would also be beneficial if at a platform level an admin can set the 'week start day' e.g. we would prefer Monday, but on all the date pickers it has 'Sunday'.
